The €3 is counted per category of goods, not per item, so three T-shirts cost the same in duty as one. Mixing many different kinds of items in a small parcel is what pushes the bill up now.

Verdict: For German buyers, a parcel of fewer item types is the simplest saving under the 2026 rule.

When Zoll asks you to clear a parcel

Most agent parcels to Germany clear without you doing anything: the shipping line sends the customs data electronically and VAT is paid through IOSS. If data is missing or the value is unclear, the parcel can be held and you'll be asked to provide an invoice or collect it at a customs office. Keep your agent's order page — it shows what you paid for each item — and a screenshot of the payment. Those two documents answer most Zoll questions.

Who delivers in Berlin?

After arriving in the EU, agent parcels to Germany are usually handed to DHL or Deutsche Post, Hermes, DPD or GLS. For Berlin flats:

  • Name on the doorbell: German drivers look for your surname on the bell panel. Use exactly that name on the shipping form.
  • Packstation or neighbour delivery: many carriers leave parcels with a neighbour or at a locker; you can choose a Packstation address with DHL if you're rarely home.
  • Phone number: include a German number so the carrier can send delivery updates.
